Pembangunan Sosial Pasca Desentralisasi di Indonesia: Evaluasi Kritis terhadap Tantangan dan Peluang

Artikel ini menelaah dinamika pembangunan sosial dalam konteks pelaksanaan otonomi daerah di Indonesia, khususnya pada periode pasca-reformasi. Dengan menggunakan pendekatan analisis kebijakan dan studi literatur, penelitian ini menemukan bahwa desentralisasi membuka peluang besar bagi pemerintah daerah untuk mengembangkan program pembangunan sosial yang lebih responsif terhadap kebutuhan lokal. Namun demikian, berbagai tantangan masih muncul, antara lain kesenjangan kapasitas fiskal dan kelembagaan antar daerah, ketimpangan akses terhadap layanan dasar, serta lemahnya koordinasi antar sektor. Hasil analisis menunjukkan pentingnya peningkatan kapasitas pemerintah daerah dalam perencanaan dan penganggaran berbasis bukti, perluasan partisipasi masyarakat dalam proses pengambilan keputusan, serta penguatan sinergi kebijakan antara pemerintah pusat dan daerah guna mendukung terwujudnya pembangunan sosial yang inklusif dan berkelanjutan.
